The defense chance increase (DCI) has a cap of 45% just like hit chance. Any melee character or someone wanting to dodge some hits will want to max out the defense chance increase. However, if you are running counterstrike bushido build you may want to get hit for the extra attack/health. Refinements can also lower the defense cap but makes the resist caps higher allowing you more survivability but less dodge.
